1. [0:21](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=21s) Slice the flank steak against the grain into bite-sized pieces.
2. [1:58](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=118s) Wash the sliced beef in water to remove excess blood, then drain and press out excess moisture.
3. [3:16](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=196s) Prepare the marinade by mixing baking soda, oyster sauce, light soy sauce, water, cornstarch, white pepper, sugar, and cooking wine in a bowl.
4. [5:13](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=313s) Add the drained beef to the marinade, mix thoroughly by hand, and let it marinate for at least 30 minutes.
5. [5:44](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=344s) Cut the broccoli into small florets, and slice the carrot, ginger, scallion, and garlic.
6. [10:20](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=620s) Combine the sauce ingredients: oyster sauce, light soy sauce, dark soy sauce, water, cooking wine, sugar, cornstarch, and white pepper.
7. [10:46](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=646s) Blanch the broccoli in boiling water with a splash of oil and a pinch of salt, then drain.
8. [13:18](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=798s) Mix a tablespoon of oil into the marinated beef to seal in the juices.
9. [13:41](https://www.youtube.com/watch?v=n_0JYAQzYAg&t=821s) Heat a wok, add oil, sear the beef on both sides until mostly browned, then remove from the wok.
10. Stir-fry the garlic, ginger, scallions, and carrots in the wok, then add the blanched broccoli.
11. Return the beef to the wok, pour in the sauce along with an extra tablespoon of water, and stir-fry to combine.
12. Finish with sesame oil and a final splash of cooking oil for a glossy sheen before serving.
